The Ministry of National Health Services, Regulations & Coordination, Government of Pakistan, is inviting applications for several key positions under the Prime Minister’s Programme for the Elimination of Hepatitis C Infection. These positions are crucial to the national effort to eliminate hepatitis C, and the selected candidates will be placed on a contract basis, initially valid until June 30, 2027, or until the completion of the project. The positions are based in Islamabad, Pakistan, and the recruitment process will be managed by Candidates Testing Services (CTS).

Position Qualification & Experience
Finance Manager (PPS-9) MBA/CA/ACCA/CMA/ACMA + 10 years’ experience in financial management of health-related projects, public sector accounting, and financial reporting.
M&E Officer (PPS-8) Master’s in Statistics/Public Health + 8 years’ experience in M&E for health-related development projects, designing and implementing M&E tools.

Available Positions and Eligibility Criteria

The Ministry seeks qualified individuals for the following roles:

1. Finance Manager (PPS-9/BPS-19)

Position Requirements:

  • Age Limit: 35-45 years
  • Qualification:
    • MBA in Finance or CA/ACCA/CMA/ACMA (Completion of articles from a registered audit firm is highly desirable).

Experience:

  • A minimum of 10 years of post-qualification relevant experience, with a strong emphasis on financial management in health-related projects.
  • Candidates with working knowledge of public sector accounting and an understanding of the Public Financial Management (PFM) cycle, financial modeling, and grievance redressal mechanisms for large-scale beneficiary services will be highly preferred.
  • Experience in financial reporting based on International Public Sector Accounting Standards (IPSAS) in government institutions will be an added advantage.

Key Responsibilities:

  • Overseeing the financial management of the project, ensuring that all finances are handled according to national and international standards.
  • Developing financial reports and statements as required by the project and adhering to Public Sector Accounting Standards.
  • Working with various stakeholders to ensure proper budgeting and fund allocation for the project.

2. Monitoring & Evaluation (M&E) Officer (PPS-8/BPS-18)

Position Requirements:

  • Age Limit: 35-45 years
  • Qualification:
    • Master’s degree in Statistics, Demographics, Public Policy, International Development Economics, Public Health, or an equivalent discipline.
    • Advanced certification in Monitoring & Evaluation (M&E), Statistics, PMP (Project Management Professional), or any other relevant certification is preferred.

Experience:

  • A minimum of 8 years of verifiable experience in Monitoring & Evaluation (M&E) for development projects, especially health-related projects.
  • Extensive experience in designing and implementing M&E frameworks and tools, ensuring the development of a robust results framework for health initiatives.
  • Experience in managing M&E activities involving multiple stakeholders, including civil society and grassroots government health departments, is essential.

Key Responsibilities:

  • Designing and overseeing the implementation of monitoring and evaluation systems for the project.
  • Ensuring data collection and analysis are in line with the project’s goals and objectives.
  • Collaborating with various government and non-government organizations to ensure effective M&E processes are followed.

  2. Selection Process:
    • Only shortlisted candidates will be invited for a test/interview.
    • No TA/DA will be provided for attending the test/interview.

  3. Eligibility Determination:
    • Eligibility will be determined based on academic qualifications, experience, and age.
    • Age will be calculated from the last date of application submission.
