REQUEST FOR EXPRESSION OF INTEREST

RECRUITMENT OF PROJECT-BASED CONTRACTUAL STAFF

The Directorate of Sindh Water Sector and Barrages Improvement functions under the administrative control of the Planning & Development Department, Government of Sindh. It is responsible for the coordination and monitoring of foreign-funded projects in the water and agriculture sectors. Additionally, this office carries out essential activities related to the Shared Services Unit (SSU), the Recovery and Reconstruction Unit (RRU) under the 4RF projects, and the Recovery and Reconstruction Unit (RRU) under the Sindh Resettlement and Rehabilitation (R&R) Policy.

The services of eligible, motivated, and dynamic professionals are required as project staff purely on a contractual basis for the following positions:

  1. GIS/ICT Specialist (PPS-8)

    • Qualification: Advanced degree in Geography, Computer Science, Surveying, Engineering, Forestry, or Earth Science. A specialization or international diploma course in GIS will be preferred.
    • Experience: Minimum 5 years of relevant experience, with preference given to those with work experience in the Water, Irrigation, and Agriculture sectors.
  2. Assistant Director/Junior Specialist (Engineering) (PPS-7)

    • Qualification: Bachelor’s degree in Civil Engineering from an HEC & PEC-recognized institute. A Master’s degree in Engineering will be an added advantage.
    • Experience: Minimum 3 years of relevant experience, with preference for candidates with experience in the Water, Irrigation, and Agriculture sectors.
  3. Assistant Director/Junior Specialist (Procurement) (PPS-7)

    • Qualification: Bachelor’s degree in Business Administration or Civil Engineering from an HEC-recognized university. A Master’s degree in Business Administration or Civil Engineering will be an additional advantage. Preferably SPPRA-certified Procurement Management Professional with in-depth knowledge of donor-funded procurement regulations.
    • Experience: Minimum 3 years of relevant experience, with preference for those with experience in the Water, Irrigation, and Agriculture sectors.
  4. Junior IT Specialist (PPS-7)

    • Qualification: Bachelor’s degree in IT or Computer Science from an HEC-recognized university.
    • Experience: Minimum 3 years of experience in IT, with at least 2 years of specific experience in relevant fields. Must have sound knowledge and experience in Windows, MS Office Suite, and office software applications. Hands-on experience in designing charts, tables, and graphs is essential. Preference will be given to candidates with experience in donor-funded projects.
  5. Junior Specialist (HRM) (PPS-7)

    • Qualification: Master’s degree in Business Administration with a specialization in Human Resource Management (HRM) or an equivalent qualification from a recognized institute.
    • Experience: Minimum 3 years of experience in HR with a reputed organization. Preference will be given to candidates with experience in donor-funded projects.

TERMS AND CONDITIONS

  • Interested candidates must submit their applications along with a detailed CV, copies of qualifications, experience certificates, CNIC, and other relevant documents, along with two recent passport-sized photographs.
  • Applications should be sent to the Project Coordinator, Project Coordination & Monitoring Unit (PCMU), Planning and Development Department, Government of Sindh, 2nd Floor, Sindh Bureau of Statistics Building, 13, Block 8, Chaudhry Khaliq-uz-Zaman Road, Clifton, Karachi, no later than April 08, 2025.
  • Selection will be made in accordance with government rules and policies.
  • The hiring will be purely on a contract basis for one (01) year, extendable based on performance.
  • Candidates must have at least a second division in all educational degrees/career records to be eligible.
  • Only shortlisted candidates will be called for an interview.
  • No TA/DA will be provided for tests, interviews, or joining.
  • 15% quota shall be reserved for women, as per the Government of Sindh’s policy.
  • Civil servants may be hired under certain conditions, provided that their recruitment does not violate employment laws or create a conflict of interest. They must either be on leave of absence without pay, retired, or resigned from service, and must not be hired by the agency they previously worked for.
  • Candidates must have a domicile of Sindh Province.
  • The maximum age limit is 55 years.
